Initial Narrative     P1 WAS PUSHING A BIKE EASTBOUND ON THE NORTH SHOULDER ON THE WESTBOUND SIDE OF US HIGHWAY 412. V1 TRAVELED ONTO THE NORTH SHOULDER STRIKING P1 WITH THE FRONT END OF HIS VEHICLE. AFTER IMPACT BOTH V1 AND P1 CAME TO FINAL REST IN THE NORTH DITCH.
