Initial Narrative     V1 WAS TRAVELING NORTHBOUND ON INTERSTATE 430 IN LANE 3 AT A HIGH RATE OF SPEED. V1'S PASSENGER SIDE REAR TIRE BLEW CAUSING V1 TO ROTATE TO THE OUTSIDE ACROSS ALL LANES. V1 LEFT THE ROADWAY AND STRUCK A TREE ON THE DRIVER'S SIDE OF THE VEHICLE. BOTH OCCUPANTS WERE PRONOUNCED DECEASED ON IMPACT.
