Initial Narrative     V1 WAS TRAVELING WESTBOUND ON INTERSTATE 40 IN THE OUTSIDE LANE NEAR THE 284 MILE MARKER. V2 WAS ALSO TRAVELING WESTBOUND IN FRONT OF V1. V2 WAS SLOWING DOWN TO ENTER THE WEIGH STATION WHEN V1 FAILED TO SLOW DOWN AND STRUCK V2 IN THE REAR.
