Initial Narrative     THE OPERATOR OF V1 WAS TRAVELING SOUTHBOUND ON SH 164 WHEN HE STATED V2 WHO WAS NORTHBOUND ON SH 164 VEERED INTO HIS LANE OF TRAFFIC. OPERATOR V1 VEERED TO THE RIGHT AND DROVE PARTIALLY ONTO THE RIGHT SHOULDER TO AVOID A COLLISION BUT WAS UNABLE TO AVOID THE CRASH.
