Initial Narrative     VEH 1 WAS NORTHBOUND ON HWY 101, DROVE OFF SHOULDER CAUSING VEH TO SKID SIDEWAYS AND OVERTURN. VICTIM AND DRIVER WERE EJECTED. A SECOND PASSENGER IN THE VEHICLE, JAMES SMITH WAS WEARING SEATBELT AND WAS NOT INJURED.
