Initial Narrative     P1 WAS TRAVELING WESTBOUND ON STATE HIGHWAY 8 ON AN ELECTRIC BICYCLE. AN UNKNOWN VEHICLE (V1) WAS TRAVELING WESTBOUND APPROACHING GIVENS. THE FRONT PORTION OF V1 STRUCK THE REAR OF GIVENS IN THE WESTBOUND LANE OF TRAFFIC. V1 LEFT THE SCENE OF THE CRASH.
