Initial Narrative     V2 WAS SOUTHBOUND ON HIGHWAY 165. V1 WAS NORTHBOUND ON HIGHWAY 165. V2 CROSSED THE CENTERLINE INTO THE NORTHBOUND LANES AND THEN ONTO THE EAST SHOULDER. V1 TRIED TO AVOID V2 BY TAKING THE EAST SHOULDER. V2 AND V1 STRUCK HEADON. DRIVER OF V2 WAS PRONOUNCED AT THE SCENE.
