Initial Narrative     P1 WAS WALKING SOUTH ON INTERSTATE 530 SOUTH ON THE RIGHT SHOULDER AROUND MILE 8.33. V1 WAS TRAVELING SOUTH ON INTERSTATE 530 APPROACHING P1. FOR UNKNOWN REASONS THE DRIVER OF V1 DROVE ONTO THE SHOULDER AND STRUCK P1 IN THE REAR CAUSING FATAL INJURIES. AFTER THE COLLISION V1 FLED THE SCENE.
