Initial Narrative     V1 WAS TRAVELING NORTHBOUND ON ELK RIDGE ROAD WHEN ACCORDING TO A WITNESS THE PASSENGER EXITED THE VEHICLE THEN WAS RUN OVER BY THE VEHICLE. THE PASSENGER WAS PRONOUNCED DECEASED ON SCENE.
