Initial Narrative     THE VICTIM WAS WALKING SOUTH IN THE NORTHBOUND LANE OF HWY 355. THE RIGHT FRONT OF V-1 STRUCK THE VICTIM. THE VICTIM WAS PRONOUNCED DEAD AT THE SCENE OF THE ACCIDENT BY THE HEMPSTEAD COUNTY CORONER, GARY AARON. THE DRIVER OF THE VEHICLE WAS JAMES CHARLES DEAN FROM TEXARKANA ARKANSAS.
