Initial Narrative     THE VICTIM WAS LAYING IN THE ROAD WHEN HE WAS STRUCK BY THE VEHICLE. THE VICTIM WAS PRONOUNCED DECEASED AT THE SCENE OF THE ACCIDENT. THE DRIVER OF THE VEHICLE WAS SETH KENNEY OF MAUMELLE. DOB-01/04/1990. HE WAS NOT INJURED.
